The California E-Bike Incentive Project will provide voucher incentives to low-income California residents for the purchase of electric bikes (e-bikes) including cargo e-bikes and adaptive e-bikes. The project uses a needs-based approach by prioritizing low-income Californians and those who live in disadvantaged and low-income communities. The project will also commit a portion of the project funding to e-bike safety and education training, which will be part of the application process before purchasing an e-bike.

Point-of-sale voucher incentives for the purchase of electric bicycles (e-bikes), including cargo e-bikes and adaptive e-bikes.

For example, once your voucher is confirmed with the program administrators, you can directly order your e-bike from Ebikes2U online. Since we are the approved retailer for the California E-bike Program, we can apply your voucher to your chosen e-bike model. When we are finished e-bike assembly, our field technicians will deliver your e-bike to your home address. Your e-bike will come with on-site training, plus one(1) year full warranty on the electronic components, motor, and lithium battery.

$7.5 million is available for e-bike incentive vouchers.

The first $2.5 million of funding will be open to all eligible applicants. Once $2.5 million is exhausted, the remaining $5 million will be limited to priority applicants.

Applications will be accepted online on a first-come, first-serve basis. They will be processed with a hybrid needs-based methodology. Once approved, program participants will use the incentive voucher to purchase a new, eligible e-bike from the approved retailer (Ebikes2U) who will issue the voucher as a point-of-sale discount.

It is important to note that the California E-Bike Incentive Project is not a rebate program. You do NOT need to buy the e-bike and get reimbursed later. Once you have qualified and received the voucher, you can use that voucher to purchase the e-bike through the Ebikes2U online site. However, consumers must apply and be approved prior to purchasing an e-bike from Ebikes2U.

Voucher incentives prioritize consumers who have a household income at or below 300% of FPL. Additionally, consumers who have a household income at or below 225% of FPL or live in a low-income or disadvantaged community will receive extra funding towards the purchase of an eligible e-bike. The California E-bike Incentive Project will also provide benefits to consumers through access to clean technology that will reduce GHG emissions, reduce transportation costs, and increase the amount of reliable clean transportation in communities that need it.

Who is eligible for an e-bike incentive?

California residents 18 years or older….

We verify residency using your current, valid California Driver’s License, California AB 60 License, or California ID Card.

...with a qualifying household income of 300% of the Federal Poverty Level (FPL) or less...

Gross annual household income will be calculated and used to determine eligibility during the income verification portion of the application process.

…who complete our online application…

This process, which includes residency verification, income verification and education/safety training requirements, may take 1 to 2 months depending on the speed at which steps are completed by applicants and program processing times.

…and receive an approval notification via email.

You must receive an approval notification with your incentive voucher PRIOR TO purchasing your e-bike. Purchases made before receiving these will not be eligible for the incentive.

The California Air Resources Board (CARB) is working closely with the program administrator to develop and finalize the application process and to ensure all systems are ready for the highly anticipated program launch. What can be purchased with an incentive voucher?

✔️Any sales tax associated with eligible purchases

*These additional eligible items will only be covered by the incentive voucher funds when purchased at the same time as an eligible e-bike from an approved retailer.

For households with more than 8 persons, add $11,565 for each additional person (225%) or $15,420 for each additional person (300%).

**Those with a gross annual household income of 225 percent or less of FPL or who live in a disadvantaged community as defined by CalEnviroScreen 4.0 or a low-income community as defined by AB 1550.

***Income criteria is updated to the next calendar year FPL at IRS filing deadline annually.
